Looks like Freeware. I did a Google and found FlatOut 2 Most Wanted (2009) also which describes our Community Mod without using it's real name.

First of all we must mention the new route. Twenty of them are original tracks with changes in the opposite direction of motion. So now all the old familiar route you have to learn anew.
Fleet games with the installation of modification was replenished with new vehicles.
